Last week, White House press secretary Jay Carney offered a bit of investment advice.

“I wouldn't … invest in Russian equities right now … unless you're going short," Carney said in response to a reporter’s challenge that Russian stocks were actually rising, signaling the inefficacy of U.S. and European sanctions.

But according to Mebane Faber of Cambria Investment Management, which subadvises ETF portfolios and issues its own, Carney’s advice was “irresponsible” for several reasons.

Looking at Russia — its market goes up and down 5% in a day — its volatility is double that of the U.S. stock market.”

    From a technical perspective, IPHI jumped higher here right above some near-term support at $12.44 with heavy upside volume. This stock has been uptrending strong for the last five months, with shares soaring higher from its low of $8.62 to its intraday high of $13.85. During that uptrend, shares of IPHI have been consistently making higher lows and higher highs, which is bullish technical price action. That move briefly pushed shares of IPHI into breakout territory, since the stock flirted with some near-term overhead resistance at $13.50.

    Traders should now look for long-biased trades in IPHI as long as it's trending above some near-term support at $12.44 and then once it sustains a move or close above its new 52-week high at $13.85 with volume that hits near or above 202,080 shares. If we get that move soon, then IPHI will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that move are its next major overhead resistance levels at $14.79 to $16.94, or possibly even $18.

    Many technology companies have overhanging lawsuits and, very often, they are dismissed, or have minimal impact. For example, Freescale Semiconductor, (NYSE: FSL  ) filed a complaint against Marvell, and then Marvell filed a complaint against Freescale, only to have both complaints dismissed. However, investors may be sensitive to this sort of thing with respect to Marvell given that, unless Marvell can successfully appeal the judgment made against it in the CMU case, it stands to fork over about $1.54 billion in past damages and post-judgment royalties. It would also need to pay ongoing royalties on the sale of hard disk controller chips, although it would probably find a way to design around those patents pretty quickly in this case.�
